What is meant by Pre-trade compliance?
Rule checking applied before an order reaches the market, testing it against regulatory limits, client mandates and the firm's own restrictions. It blocks or warns on a breach and records why.

Compliance, with the trading desk seeing the results.
What gets confused with Pre-trade compliance?
Post-trade surveillance, which looks for problems in what already happened. Pre-trade compliance stops the trade; surveillance investigates it afterwards. Both are usually required and they are not substitutes.
What should you ask a vendor about Pre-trade compliance?
The hard part is rule coverage for the instruments and mandates you actually have, not the rule count.
